The Republican Record of the Forty-Seventh Congress, Revealing their Wreckless Advance Toward-----Centralization and Imperialism; Excessive Taxation; Protection of Monopolies; Extravagant Appropriations; Degradation of American Labor; Neglect of American Citizens Abroad; Corruption of the Civil Service; and Jobbery and Hypocrisy. We have attempted to merely touch on the many subjects in this record which are well fleshed-out in the report - packed with data, details, statistics and speeches by Congressmen. The Democratic Party brought out that, with the age of industrialization and great wealth, the Republican Party had changed dramatically since the time of Abraham Lincoln.
In this record of the 47th Congress, in the section
"Centralization and Imperialism",
the Democratic Theory of Government is described as being based on Republican President Garfield's doctine expressed in his inaugural speech,
"This decree does not disturb the autonomy of the States, nor interfere with any of their necessary rights of local self-government; but it does fix and establish the permanent supremacy of the Union".
A comparison is made to the Republican Theory of Government which was "of the Hamiltonian order".
The form of government proposed by Alexander Hamilton as expressed by him was, "All communities are divided into the few rich & well-born and the 'mass of the people'. The people are turbulent and changing; they seldom judge or determine [what is] right. Give, therefore, the rich and well-born a distinct permanent share in the government. They will check the unsteadiness of the "mass of the people" and will ever maintain good government."
According to this publication, this was the belief espoused by the Republican Party.
